No, the importer of record and the consignee are not necessarily the same. The consignee is the party to whom the goods are shipped and delivered. While they can be the same entity, especially in simpler transactions, they often serve distinct roles in the importation process.
Under Delivered Duty Paid (DDP) terms, the importer of record is the seller. In DDP shipping, the seller is responsible for paying all costs of delivering the goods to the buyer’s location, including duties, taxes, and customs clearance. In this case, the buyer becomes the consignee and is not directly responsible for the import process.
The importer of record number, also known as an IOR number, is a unique identifier assigned to the entity taking on the responsibilities of the importer of record. This number helps customs authorities and other relevant parties identify and track the entity responsible for ensuring compliance and legal obligations in the importation process.
The exporter of record is determined based on the entity responsible for complying with export regulations, managing necessary documentation, and assuming legal liabilities for the goods being exported. The exporter of record is typically the seller or shipper, and their identification is crucial for ensuring a smooth and lawful export process.
The exporter of record and the U.S. Principal Party in Interest (USPPI) refer to different roles in international trade. The exporter of record is responsible for compliance and legal obligations in the exportation process, while the USPPI is the U.S.-based entity that receives the primary benefit, monetary or otherwise, from the export transaction. While the exporter of record focuses on the legal aspects, the USPPI is more aligned with the economic interest in the export.
